Has the time come to replace NAFTA?

The recent statement by the Task Force on the Future of North America, which calls fo specific institutional changes (among them a customs union and a continental security perimeter), has added to the public debate about how, if at all, North American institutions should evolve to meet the reality of deeper continental integration.
