Excerpt

Today, I am going to discuss two important and distinct but intersecting challenges to international stability and then propose some ideas for dealing with them. The first challenge is micro-political, more specifically, American exceptionalism, and the consequent uses and misuses of power. The second challenge is macro-political, specifically the diplomatic sclerosis of the United Nations, and other multilateral organizations, and their tendency towards inertia in the face of change. Each of these challenges is difficult and the context in which they intersect is potentially a very dangerous one.
