Sovereign Debt and a Global Chapter 11

The world needs a process that enables indebted sovereigns to file for bankruptcy, much in the same way corporations do under “Chapter 11” filings, the Rt. Hon. Paul Martin said at the Sovereign Debtors in Distress conference.
