James Andrew Lewis is a senior vice president at the Center for Strategic and International Studies (CSIS) in Washington, DC.

Before joining CSIS, he worked at the Departments of State and Commerce on a range of politico-military and technology issues. He was the adviser for the 2010, 2013 and 2015 UN Group of Governmental Experts on Developments in the Field of Information and Telecommunications in the Context of International Security and leads a long-running Track II dialogue on cybersecurity with the China Institute of Contemporary International Relations.

James has authored many publications and is an internationally recognized expert on cybersecurity. He has testified numerous times before Congress and is frequently quoted in the media. He received his Ph.D. from the University of Chicago.
