James Baanabe Isingoma is the acting commissioner, Energy Resources Department in Uganda’s Ministry of Energy and Mineral Development. He obtained a degree in industrial chemistry from Makerere University in 1983, and holds a Master of Science in Energy Studies from the University of Sheffield, UK.

Mr. Isingoma worked in the Sugar Corporation of Uganda Limited’s production department where he progressed to the position of deputy manager, process before joining the Ministry of Energy and Mineral development in 1995 as a senior energy officer. In 2006, he was promoted to assistant commissioner, Energy Efficiency.
