Marcus Davies is a lawyer in the Oceans and Environmental Law Division of the Legal Affairs Bureau at the Department of Global Affairs, Trade and Development Canada.

He specializes in international law and the environment, with a strong emphasis on transboundary legal considerations, including the Boundary Waters Treaty, the Great Lakes Water Quality Agreement and the Columbia River Treaty. He regularly represents Canada on such issues in international negotiations and meetings.

He holds degrees in common law and civil law and a master of laws with a concentration in international humanitarian and security law from the University of Ottawa, and a master’s in international affairs from the Norman Paterson School of International Affairs, Carleton University.
