CIGI’s work on global security and politics focuses on a range of issues in global security, conflict management, diplomacy and governance — including Arctic governance, regional security and Internet governance. The global security environment continues to change dramatically. We now live in a world in which security is clearly divisive and perceptions about security challenges differ not only among the great powers, but also from one global region to another.

David Mussington

CIGI Senior Fellow

David Mussington is a senior fellow at the Centre for International Governance Innovation (CIGI), and professor of the practice and director, Center for Public Policy and Private Enterprise, University of Maryland, College Park. In 2010, David was senior adviser for cyber policy in the US Department of Defense, later serving on the Obama administration’s National Security Council staff as director for surface transportation security policy. In addition to his work at the University of Maryland, David is an adjunct member of the research staff at the Institute for Defense Analyses, directing studies for the Department of Defense, the Department of Homeland Security and the Office of the Director of National Intelligence. He holds a B.A. in economics and political science and an M.A. in political science, both from the University of Toronto, and a Ph.D. in political science from Carleton University, as well as the Certified Information Systems Security Professional designation.

Simon Palamar joined CIGI in 2012. He holds a Ph.D from Carleton University’s Norman Paterson School of International Affairs, an M.A. in global governance from the University of Waterloo, and a B.A. in history and peace and conflict studies.

CIGI Distinguished Fellow

David Runnalls is a distinguished fellow and was formerly acting director of the Environment and Energy Program at CIGI. He also provided strategic advice and support for CIGI Chair Jim Balsillie’s role at the United Nations High-level Panel on Global Sustainability. He remains a distinguished fellow at the International Institute for Sustainable Development and a senior fellow at Sustainable Prosperity. David is chair of the International Centre for Trade and Sustainable Development.

CIGI Distinguished Fellow

A former Canadian deputy foreign minister, NATO ambassador and G7/G8 Sherpa, Gordon Smith is a leading expert on the evolution of the G20 and global summitry. Since joining CIGI in 2010 as a distinguished fellow, Gordon has been a key contributor to CIGI’s G20 research activities, events and publications. His current work focuses on the convergence of technology and global affairs.

Jennifer Spence is a CIGI fellow since 2017. An expert in Arctic and international governance and public policy, Jennifer will focus on the Arctic program at CIGI with a particular focus on infrastructure, transportation, local and regional development, and strengthened domestic and regional governance.

Andrew S. Thompson is a CIGI senior fellow, effective November 2014.  A specialist in the fields of international human rights, civil society movements and fragile states, Andrew is adjunct assistant professor of political science at the University of Waterloo and the program officer for the global governance programs at the Balsillie School of International Affairs.

Paul Twomey is a distinguished fellow at the Centre for International Governance Innovation where he focuses on Internet governance, e-commerce  and cyber security. Paul sits as a Commissioner on the Global Commission for Internet Governance (GCIG).
