About

The International Law Research Program (ILRP) at CIGI is an integrated multidisciplinary research and teaching program that provides leading academics, government and private sector legal experts, as well as students from Canada and abroad with the opportunity to contribute to advancements in international law.

The ILRP strives to be the world’s leading international law research program in a think tank environment, with recognized impact on how international law is brought to bear on significant global issues. The program’s mission is to connect knowledge, policy and practice to build the international law framework - the globalized rule of law - to support international governance of the future.

The program will focus on the areas of international law that are most important to global innovation, justice, equality, prosperity and sustainability. As director of CIGI’s International Law Research Program, Oonagh Fitzgerald established and oversees CIGI’s international law research agenda, which includes policy-relevant research on issues of international economic law, environmental law, intellectual property law and innovation, and Indigenous law.

Patrícia Galvão Ferreira is a post-doctoral fellow with CIGI’s International Law Research Program. While at CIGI, she will research the evolution of transnational regulatory initiatives to address climate change and examine how Canada can contribute to promote compliance among emerging economies with large emissions.

David A. Gantz is a CIGI senior fellow who contributes to projects relating to contemporary trade and investment legal and policy issues. These include the Brexit process between the United Kingdom and the European Union, and innovations in international trade and investment law.

Markus Gehring is a senior fellow with CIGI’s International Law Research Program (ILRP) focusing on international economic law, trade and climate change, as well as trade, investment and Sustainable Development Goals (SDGs). He is also the Arthur Watts Senior Research Fellow in Public International Law with the British Institute of International and Comparative Law and a fellow of the Lauterpacht Centre for International Law at the University of Cambridge.

Michael Geist is a senior fellow in CIGI’s International Law Research Program, as well as a law professor at the University of Ottawa where he holds the Canada Research Chair in Internet and E-commerce Law.

Richard Gold is a senior fellow with CIGI’s International Law Research Program (ILRP), effective October 2016. He is also a James McGill Professor and associate dean (graduate studies) with McGill University’s Faculty of Law. 

Brenda L. Gunn

CIGI Fellow

Brenda L. Gunn is a fellow with CIGI’s International Law Research Program (ILRP). In this role, Brenda will explore comparative approaches and best practices for the implementation of the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP) internationally. She is also an associate professor in the Robson Hall Faculty of Law at the University of Manitoba.

Bernard M. Hoekman is a senior research fellow with CIGI's International Law Research Program. 

Valerie Hughes

Valerie Hughes

Senior Fellow

Valerie Hughes is a CIGI senior fellow and an adjunct assistant professor of law at Queen’s University. An expert in international trade law and international dispute settlement, she served as director of the Legal Affairs Division of the World Trade Organization (WTO) from 2010 to 2016 and as director of the WTO Appellate Body Secretariat from 2001 to 2005. Valerie also spent 22 years with the Government of Canada, and litigated before international courts and tribunals on trade law, investment law, and law of the sea matters.

Mark Jewett is a senior fellow with CIGI's International Law Research Program. He is counsel to Bennett Jones LLP, where his practice focuses on domestic and international aspects of financial law. At CIGI, he will research and write on sovereign debt and cross-border insolvency.
