About

The International Law Research Program (ILRP) at CIGI is an integrated multidisciplinary research and teaching program that provides leading academics, government and private sector legal experts, as well as students from Canada and abroad with the opportunity to contribute to advancements in international law.

The ILRP strives to be the world’s leading international law research program in a think tank environment, with recognized impact on how international law is brought to bear on significant global issues. The program’s mission is to connect knowledge, policy and practice to build the international law framework - the globalized rule of law - to support international governance of the future.

The program will focus on the areas of international law that are most important to global innovation, justice, equality, prosperity and sustainability. Jorge Contreras is a senior fellow with CIGI’s International Law Research Program. He is a leading scholar on intellectual property (IP) law, scientific research policy and technology standards development. His research at CIGI focuses on private ordering solutions to IP issues concerning environmental and other green technologies.

Charles-Emmanuel Côté is a CIGI senior fellow currently researching investor state arbitration. He is vice dean for Academic Affairs and Continuing Education and full professor at Laval University.

Roger Cox

CIGI Senior Fellow

Roger Cox is a CIGI senior fellow with the International Law Research Program, effective September 2015. An expert in climate change law, he is partner at the Dutch law firm Paulussen Advocaten and was the lead lawyer for the Urgenda Foundation, which won a controversial decision in June 2015 when The Hague District Court ordered the Dutch government to cut greenhouse gas emissions by at least 25 percent by 2020.

Neil Craik is a CIGI senior fellow with the International Law Research Program, effective June 2015. He is an associate professor at the University of Waterloo with appointments to the Balsillie School of International Affairs and the School of Environment, Enterprise and Development, where he teaches and researches in the fields of international and Canadian environmental law.

Jeremy de Beer is a senior fellow with CIGI’s International Law Research Program (ILRP) and a full professor of law at the University of Ottawa’s Faculty of Law, where he creates and shapes ideas about technology innovation and intellectual property, as well as global trade and development.

Armand de Mestral has been a CIGI senior fellow since 2014. An expert in international economic law, Armand is professor emeritus and Jean Monnet Chair in the Law of International Economic Integration at McGill University.

Meinhard Doelle

CIGI Senior Fellow

Meinhard Doelle is a senior fellow with CIGI’s International Law Research Program. At CIGI, he will be researching the impact of international shipping on climate change. His research will include a series of workshops and reports on this topic. Meinhard is a professor of law and associate dean of research at Dalhousie University’s Schulich School of Law, where he specializes in environmental and energy law, the environmental assessment process and climate change.

Giuseppina D’Agostino is a senior fellow with CIGI’s International Law Research Program (ILRP), effective November 2016. She is an associate professor at Osgoode Hall Law School and is the founder and director of IP Osgoode, the Intellectual Property Law and Technology Program at Osgoode.
