Internet pioneer Vint Cerf (second from the left above), speaking at an event co-sponsored by the Global Commission on Internet Governance (GCIG), issued a warning against fragmentation of the system – as reported in the Wall Street Journal. Cerf was among top Internet thinkers and policy makers (including Merit E. Janow, Columbia; Lawrence Strickling, US Department of Commerce; and Laura DeNardis, GCIG, pictured above) meeting last week in New York for the Conference on Internet Governance & Cyber-security. Members of the Global Commission spoke on issues and opportunities at the forefront of the Internet governance debate.

In a new CIGI paper, “Solving the International Internet Policy Coordination Problem,” Nick Ashton-Hart argues that the Internet policy environment needs a central organizing committee to help streamline and encourage policy innovation.

During the annual general meeting of Council of Councils (CoC) – a group of 23 global policy think tanks that includes CIGI – the Council on Foreign Relations (CFR) launched the CoC’s Report Card on International Cooperation. It includes commentary from key voices from foreign policy institutes around the world, including CIGI President Rohinton Medhora, on the state of international cooperation.

Margaret Skok joins CIGI’s Global Security & Politics program as a Senior Fellow and will focus on Central Asia, exploring the major security challenges, as well as the governance and institutional architecture of the region. Prior to joining CIGI, Skok held positions with several departments and agencies within the Canadian public service.

The debate over net neutrality has been gaining momentum, generating dichotomous positions among different sectors. As a contribution to the debate, this paper separates the unquestionable principles — such as the need to preserve the Internet as a space that is open to innovation, and the freedom of users to access content and services — from the dogmas and beliefs that are put forward in the name of neutrality, but which affect the sustainable development of the digital ecosystem. Meeting certain basic principles in favour of competition and against arbitrary discrimination would create the conditions for fostering the development of the digital ecosystem, the paper states.
