Patrick Leblond, a senior fellow at the Center for International Governance Innovation said he did not think Mr Trump’s continuing threats to pull out of Nafta were “all that credible”. “I would be very surprised if the Canadian and Mexican governments were scared by Mr Lighthizer’s speech,” he said, adding he remained confident a deal could be reached. “Whether by next spring, though, that’s another story.”
