The officials at the Embassy of Qatar weren’t making themselves available for interviews after their country quietly withdrew its bid to have the headquarters of the International Civil Aviation Organization moved from Montreal to Doha.
The United Nations body has been in Montreal since 1947 and the government of Qatar had begun a lobby to have it relocated when its current agreement ran out in 2016. After the Qatar bid was withdrawn, Foreign Affairs Minister John Baird signed an agreement that will keep it in the Quebec city until 2036.
