Jim Balsillie, a Canadian billionaire who has made a mint off the popular Blackberry communications device, announced on Monday a gift of about $31-million to open a Balsillie School of International Affairs, in Waterloo, Ontario, and a nearly $16-million donation to the Centre for International Governance Innovation, a think tank, for a total outlay of 50 million Canadian dollars.

His pledge for the new school will be matched by the University of Waterloo and Wilfrid Laurier University, which will each put up 25 million Canadian dollars, or about $24-million, over the next 10 years. The new school will operate …
