Tokyo, Japan - The United Nations Charter was signed in San Francisco 60 years ago on Sunday, with a sense of excitement and romantic adventure. Yet today the organization is in turmoil, struggling to cope with a string of allegations of fraud and misconduct by foot soldiers and senior officials that has produced demoralization throughout the UN system.
