[Trump's] got a point that Japan has been running large trade surpluses with the United States for many years. Of course, Japan was the bête noir of trade in the 1980's and early 1990's when trade friction between Washington and Tokyo was hot. But there's very little that Japan can do to change it's policies in ways that would make the trade surplus go away.
