WATERLOO — Think-tanks like the Centre for International Governance Innovation need to stop depending so much on scientific data and take a “logical leap of the mind” instead, says the dean of the Rotman School of Management at University of Toronto.

Roger Martin was the keynote speaker at a conference Tuesday on think-tanks and whether they can make a difference.

The conference was among a number of activities this month to mark the centre’s 10th anniversary and the opening of its new campus.
