Fen Osler Hampson, in his role as executive director of the CIGI-led World Refugee Council, spoke to CPAC about the refugee crisis affecting Venezuela and its neighbouring countries, and how the international community should respond:

"The UN Security Council is deadlocked on this issue," said Hampson. "But there's nothing to stop Canada and other key countries from saying, 'we've got a major refugee crisis here...and it's time to not only start opening our wallets but mobilizing some new instruments to help refugee-hosting states."
