Johannes Linn, former Vice President at the World Bank, and currently a Nonresident Senior Fellow at Brookings and Senior Resident Scholar at the Emerging Markets Forum, will begin the seminar with remarks on the pressing issues faced by the multilateral development system and share his recommendation that the G20 establish a high-level commission to guide reform.

Recently, we have seen individual multilaterals beginning to review and develop reform proposals for their organizations, as well as the creation of new multilateral funds. This disjointed process has taken place without a comprehensive global perspective, resulting in increased proliferation, fragmentation and lack of cohesion in the multilateral system. Dr. Linn’s detailed analysis and recommendations are summarized here: Reform of the Multilateral Development System: Call for a High-Level Commission.

Alex Shakow, formerly Secretary to the IMF-World Bank Development Committee and an expert on international organizations, will serve as lead discussant.
