Previous assignments at Headquarters as Deputy Director in the Investment and Technology Division (1976 to 1979) and in the Economic Relations with Developing Countries Division (1983 – 1985).
2004 – 2005 – Guest researcher at the German Institute for International Security Affairs (Stiftung Wissenschaft und Politik) in Berlin.
