Now retired from the Foreign Service.

Served in Ottawa as ADM for Global Issues as Director General for International Organisations from 1993 to 1996. Previous assignments at Headquarters as Deputy Director in the Investment and Technology Division (1976 to 1979) and in the Economic Relations with Developing Countries Division (1983 – 1985).

2004 – 2005 – Guest researcher at the German Institute for International Security Affairs (Stiftung Wissenschaft und Politik) in Berlin.
