About the speaker:

Joe Barnes is the Bonner Means Baker Fellow at the Baker Institute for Public Policy at Rice University. He specializes in the geopolitics of energy. His work has appeared in a number of journals and volumes including Natural Gas and Geopolitics from 1970 to 2040 (New York: Cambridge University Press, 2004) . From 1979-1993, Barnes was a diplomat with the United States State Department. His last assignment was as a member of the Policy Planning Staff. He is a graduate of Princeton University.
