Responsibility to Protect is a set of principles adopted unanimously by member states of the United Nations in September 2005. R2P is not international law, but it is at least a strong political declaration and an emerging norm of conduct. This speech will discuss the elements of R2P, and examine the reasons why it has not been invoked, in whole or in part, since its adoption. Does it apply in Darfur? in Burma? in Zimbabwe? How does R2P affect international legal rights and obligations?
