The war in Ukraine brought new focus to how AI and cyberwarfare impact military conflict and international security. In the National Post, Rafal Rohozinski argued that cyberwar may be the “hidden war” in Ukraine and could determine its outcome. The conflict, as Eytan Tepper noted, may be the first real space-cyber war, requiring new kinds of policy responses.

The impact of AI and cyberwarfare extends well beyond Ukraine, with repercussions in Canada and possible future conflicts between the United States and Russia due to delayed progress on norms and agreements, as Branka Marijan writes. To respond to AI on defence and security, CIGI, with support from the Mobilizing Insights in Defence and Security program at the Department of National Defence, organized a series of policy workshops with key military officials from the North American Aerospace Defence and Northern Commands.
