In this lecture, Chris Ragan discusses a new middle-ground approach that addresses two critical questions: What is the most cost-effective way to achieve greenhouse gas reductions that aligns with our economic prosperity? And, what is the most pragmatic way to achieve those reductions in the context of our highly diverse Canadian federation?
