As North American Free Trade Agreement (NAFTA) renegotiations continue into their fifth round, CIGI Senior Fellow Meredith Lilly discusses one of the key American negotiating points: rules of origin. This provision in NAFTA deals with the percentage of a product manufactured domestically. The United States is pushing for an 85 percent regional content requirement for automobiles as a way to bring manufacturing jobs back to the United States. Canada, Mexico and automakers are not onside with this proposal.
