Hernán Galperin

Hernán Galperin is a research associate professor at the Annenberg School for Communication at the University of Southern California. Previously, he was an associate professor and director of the Center for Technology and Society at the Universidad de San Andrés (Argentina). He is also a steering committee member for Diálogo Regional sobre Sociedad de la Information, an information and communications technology policy research consortium in Latin America.

Hernán Galperin is a research associate professor at the Annenberg School for Communication at the University of Southern California. Previously, he was an associate professor and director of the Center for Technology and Society at the Universidad de San Andrés (Argentina). He is also a steering committee member for Diálogo Regional sobre Sociedad de la Information, an information and communications technology policy research consortium in Latin America.

An expert on telecommunications policy and development, Hernán leads a number of research projects related to the regulation and impact of new information and communications technologies in Latin America, funded by a variety of foundations and international donors such as the International Development Research Centre, Economic Commission for Latin America and the Caribbean, United States Agency for International Development and Inter-American Development Bank. He has published extensively in major journals such as Telecommunications Policy, Development Policy Review and Information Technologies & International Development. His most recent book is Information technologies for development: Opening the Internet black box (co-authored with Judith Mariscal).
