Paul Samson

Paul Samson is a member of CIGI’s Board of Directors and is assistant deputy minister at Agriculture and Agri-Food Canada. He is the departmental champion for innovation and digital strategy.

Bio

Paul Samson is a member of CIGI’s Board of Directors and is assistant deputy minister at Agriculture and Agri-Food Canada (AAFC). He is the departmental champion for innovation and digital strategy.

Paul has extensive experience in a wide range of public policy issues, including the global economy, the environment, innovation and international development.

Prior to his current position at the AAFC, Paul held assistant deputy minister-level positions at Finance Canada and Global Affairs Canada. He also worked at the Privy Council Office and Natural Resources Canada. Earlier in his career, he worked at several think tanks and universities in Geneva; Washington, DC; Oslo and Boston.

Paul served as the senior representative for Canada in a number of multilateral negotiations over the past two decades, including with the Asia-Pacific Economic Cooperation forum, the International Monetary Fund and several multilateral development banks. He was co-chair of the Group of Twenty Framework Working Group on the global economy from 2015 to 2019. 

Paul has a B.A. from the University of British Columbia and holds an M.A. and Ph.D. in international relations from the University of Geneva. He was a post-doctoral fellow in global environment assessment at Harvard University.
