Roy Culpeper is president of the North-South Institute, where he conducts research on international finance issues, and has directed a comprehensive study of four regional development banks.

He is the author of numerous publications, including Titans or Behemoths?: The Multilateral Development Banks (Lynne Rienner, 1997); and Canada and the Global Governors: Reforming the Multilateral Development Banks (NorthSouth Institute, 1994).

Prior to joining the Institute, he held positions in the Canadian government’s Department of Finance and the Department of Foreign Affairs and International Trade (formerly External Affairs). He also served in the office of Canadian executive director at the World Bank in Washington.
