Emerging and transformative technologies are often characterized as “wicked problems” due to the uncertainties surrounding their development and deployment and are thus considered ungovernable, especially in the policy realm. Complex technologies, such as electric vehicle batteries, artificial intelligence and cryptocurrencies, often fall into this category. This working paper examines other frameworks for understanding the governance challenges of these technologies and their solutions.
