Without a doubt, the most complex global governance challenges surrounding artificial intelligence (AI) today involve its application to defence and security. As part of the Rideau Club’s “Compelling Conversations” series, they are partnering with the Centre for International Governance Innovation (CIGI) and the Government of the Netherlands to host a private lunch discussion in advance of the first international Summit on Responsible Artificial Intelligence in the Military Domain (REAIM).

This conversation will offer policy makers, the military, and other interested parties a better understanding of the consequences of using AI in the military domain and the necessary best practices needed to manage related risks. The discussion will open with remarks from H. E. Ines Coppoolse, Ambassador of the Kingdom of the Netherlands to Canada. A moderated panel discussion with Rafal Rohozinski, Bessma Momani and Branka Marijan will follow.

AI in warfare is here, and it is here to stay. Establishing meaningful multilateral dialogue on a comprehensive architecture for AI governance will be imperative to managing this new reality, especially given the shifting geopolitical landscape.

Event Speakers

H. E. Ines Coppoolse is the Ambassador of the Kingdom of the Netherlands to Canada.

Branka Marijan is a CIGI senior fellow and a senior researcher at Project Ploughshares.

Bessma Momani is a CIGI senior fellow with a Ph.D. in political science, focusing on international political economy. She is currently on sabbatical from the University of Waterloo at the NATO Defense College where she is a fellow examining research and development of emerging and disruptive technologies in dual‑use applications.

Rafal Rohozinski is a CIGI senior fellow and a principal of the SecDev Group, where he leads its geopolitical digital risk practice.

Aaron Shull is research director of digitalization, security and democracy at the Centre for International Governance Innovation (CIGI). He is recognized as a leading expert on complex issues at the intersection of public policy, emerging technology, cybersecurity, privacy and data protection, and democratic resilience.
